e nel Decreto:

*Enunciato:* Usare i fogli di stile per controllare la presentazione dei
contenuti e organizzare le pagine in modo che possano essere lette anche
quando i fogli di stile siano disabilitati o non supportati.
quindi anche qui c'è un'altra contraddizione.....

Aggiungo anche che:

"The HTML table model allows authors to arrange data -- text,
preformatted text, images, links, forms, form fields, other tables,
etc. -- into rows and columns of cells".

in inglese la parola "data" ha un significato diverso da "content". Inoltre
gli esempi del W3C riguardano tutti tabelle di dati, ma questo lo sapete
meglio di me.
