Ok, quello noto è il Berners, ma non era solo: c'era anche Robert Caillau.
Sul suo sito <http://robert.cailliau.free.fr/> campeggia la seguente frase:

"This site attempts to follow the W3C standards.  Therefore it does
NOT work well with Microsoft Internet Explorer versions 5 or 6 on
Windows platforms, since those browsers do not respect the standards".
