Who's the real problem?

Gregg Vanderheiden is the real problem. He's had a storied career in
rehabilitation and accessibility (I have seen research citations of
his dating back to 1976), but he attained Peter Principle status in
chairing, and later cochairing, the WCAG Working Group.
